§ 1-5. Effect of repeal.

(a)

When any ordinances repealing a former ordinance or provision, shall be itself repealed, such repeal shall not revive such former ordinance or provision.

(b)

The repeal of any ordinance or provisions shall not affect any right accrued, any offense committed, any penalty, fine or punishment incurred before the repeal, nor any suit, prosecution or proceeding pending at the time of the repeal for an offense committed or cause of action arising under the ordinance or provision repealed.
