§ 2-162. Powers and duties.

  • The town administrator shall be the chief administrative and financial officer of the town government. He shall be responsible to the council for the proper administration of the policies and affairs of the town, and to that end shall have the power and authority to:

    (1)

    Advise and assist the mayor and council in the direction, supervision and coordination of all administrative activities and monitor operations of all town departments;

    (2)

    Ensure that all laws and ordinances are enforced;

    (3)

    Appoint and remove department heads after consultation with the council, with the exception of the municipal clerk, city attorney and municipal court judge;

    (4)

    Hire and remove non-appointed town employees who serve under the immediate supervision of the administrator;

    (5)

    Create, revise and administer personnel policies, classification, compensation and evaluation of all town employees, after consultation with council; and supplying each council member with a copy of each revision prior to implementation.

    (6)

    Prepare the annual operating and capital budget, submit it to the council, after consultation with the budget and finance committee, and be responsible for its administration after adoption;

    (7)

    Prepare and submit to the council at the end of each fiscal year a complete annual report on the finances and administration activities of the town for the preceding year and make such other financial or other administrative reports from time to time as may be required by the council;

    (8)

    Administer town policies governing purchasing;

    (9)

    Keep the council informed of the financial condition and future needs of the town and make recommendations as may be desirable;

    (10)

    Provide the council with information and guidance in matters of policy determination; and

    (11)

    Perform such other duties as may be required by the council including, but not restricted to, serving as zoning administrator of the town and as treasurer of the town as a non-voting member of all commissions except those precluded by law and as such may not be excluded from any meeting including closed sessions except for those consisting of only council members.
