§ 2-69. Appearance by citizens.

  • Any citizen of the town shall be entitled to appear before the council at any regular or special meeting concerning any municipal matter with the exception of personnel matters. Persons desiring to speak must notify the municipal clerk and/or sign in prior to the beginning of the meeting.

    The order that citizens shall be allowed to speak will be: Residents of the town; followed by licensed businesses within the town; and then owners of property in the town. A person who does not meet these requirements can speak after all others and only if no council member objects. Each person addressing council will be allowed not more than ten minutes to speak.
